The Pennsylvania Housing Finance Agency recently released a draft 2019 QAP and is hosting a Public Hearing to obtain comment.
Changes to the QAP include:
- Agency would reserve the right to limit General Partners to 4 applications (p. 2)
- Right to reject applications if Applicant has a delinquency, default, or noncompliance related to an Agency funded development (p. 3)
- Preservation: Tax Credits will be reserved for at least 4 preservation properties in the aggregate between the 2 pools (50% urban, 50% rural) (p. 6)
- Agency has discretion to allocate additional credits to a project not to exceed 5% of the initial reservation to support financial feasibility (p. 8)
- Minimum point threshold is 110 points (p. 8)
- Mixed-Income Housing for Preservation and New Construction: market rate units must demonstrate a financial benefit to the development for scoring purposes (p. 24, 26)
- Development Team experience points: a maximum of 20 points awarded for number of similar developments completed in the past with points awarded for experienced developer, architect, general contractor, attorney, and management agent (p.30)
- Complete Application Package Points: 5 points may be awarded for submitting a complete application with all required exhibits (p. 33)
