The New Jersey Department of Community Affairs (DCA) has released its Request for Proposals (RFP) for nonprofit and for-profit developers to take advantage of $5,599,220 available to create affordable housing for extremely low-income individuals and families with special needs.
The National Housing Trust Fund has awarded New Jersey the funds to provide zero percent loans to eligible entities that will create affordable rental housing units through either rehabilitation or redevelopment.
The RFP will only be available on the DCA website via its System for Administrating Grants Electronically (SAGE), which can be found at: https://dcasage.intelligrants.com/Portal.asp.

DCA is also hosting a mandatory webinar and in-person meeting for this program, which provides up to $400,000 in subsidy per unit, with the maximum award set at $700,000.
The 2018 National Housing Trust Fund – Mandatory RFP Webinar takes place at 11 a.m. Jan. 31. Registration is now open. After registering, you will receive a confirmation email containing information about joining the webinar. DCA will be hosting a mandatory in-person meeting starting at 10:30 a.m. Feb. 6 at 101 S. Funds can be used for the following activities: acquisition, new construction, renovation, reconstruction and demolition. Acquisition and/or demolition must be directly related to new construction or reconstruction. Occupancy of the units developed under this program is restricted to households at or below 30% of Area Median Income as defined by the U.S. Department of Housing and Urban Development for a period of at least 30 years.
The deadline for submissions is May 15, 2018.
