The Arizona Department of Housing recently released the first draft of its 2010 qualified allocation plan (QAP), used to administer the federal low-income housing tax credit program through ADOH. A number of significant changes are proposed for the 2010 draft. A summary of those revisions is provided below:
- Requires developer and property managers to attend ADOH’s Tax Credit Application Workshop and compliance training to be eligible.
- Modifies the set-aside categories, and eliminates the Supplemental Allocation set-aside.
- Revises possible point scoring totals and adds a new point category for projects proposing acquisition, demolition and new construction of blighted, vacant properties (up to 30 points); the 2010 draft also incorporates a 10 point deduction for incomplete applications.
- Modifies the fee schedules.
A public hearing is scheduled for Wednesday, December 9 in Phoenix.
