The 2018 Qualified Allocation Plan (“QAP”) was approved by Texas Governor Abbott on Thursday, Nov. 30, 2017. The rules with modifications from the Governor in blackline is available. A brief summary of the modifications are found below:

  • 11.9(c)(8) Readiness to Proceed in Disaster Impacted Counties. Adds a new point category – applications in disaster impacted counties that can provide evidence that they will close financing and execute on a construction contract on or before the last business day in October (10/31/2018) will receive 5 points.
  • 11.9(f)(5) Point Deductions/Ineligible to Compete in 2019. Adds to the list of infractions failing to meet the deadline specified in the Readiness to Proceed in Disaster Impacted Counties section listed above. If the deadline is missed, staff may recommend to the Board, and the Board may find that it is appropriate to deduct one point from each application from the applicant/affiliate or make the applicant/affiliate ineligible to compete in the 2019 round.

The 2018 QAP was submitted to the Texas Register this week and will become effective 20 days after submission.

TDHCA has also posted the following 2018 Housing Tax Credit Cycle (“HTC”) items at http://www.tdhca.state.tx.us/multifamily/apply-for-funds.htm:

  • A revised List of Declared Disaster Areas for purposes of requesting points under 10 TAC §11.9(d)(3) of the Qualified Allocation Plan (“QAP”);
  • A revised 2018 Pre-application Planning Document; and
  • The 2018 At-Risk and Regional Funding Estimate.
