Indiana Housing & Community Development Authority this past Friday released the second draft 2018-2019 QAP. The Public Hearing will be held at IHCDA on Tuesday, June 27, 2017 from 1:00 – 3:00PM at 30 S. Meridian St., Suite 1000, Indianapolis, IN (in training rooms 1, 2, and 3).

The second draft makes some clarification changes regarding Set-Asides and Threshold requirements and a significant number of scoring changes. Changes from the First draft to the second include:
- Added four more counties (Daviess, Hancock, Warrick, and Whitley) to the Workforce Housing Set-Aside (for a total of 9 counties)
- Affordable Assisted Living developments must comply with the Indiana Division of Aging’s “aging rule” requirements for home and community based cervices.
- Minimum Threshold score set to 100
- Scoring options added for additional amenities including bike storage lockers, outlets with USB ports, theater rooms, ceiling lights in each bedroom, and coat/linen closets
- Added an additional method for qualifying for historic points: “Historic in Nature”
- 1 additional bonus point added for projects in QCTs meeting all other requirements (including local adoption)
- Offsite Improvement now allows two-year look-back period for scoring
- Housing Needs Index: Updated to award 1 point to any county where 50% or more of renters are rent-burdened based on HUD’s CHAS data
