Legislation recently introduced in the Kansas Senate would provide new percentages for the State Historic Tax Credit (HTC) based on the population of the city and the amount of qualified rehabilitation expenditures (QREs). Under S.B. 227, the State HTC would be worth 25 percent of QREs for rehabilitations in a city with a population of more than 50,000 if the QREs were $5,000 to $49,999; and 40 percent of QREs if the population of the city was 50,000 or less or if the QREs are $50,000 or more. The 40 percent credit would also be available for nonprofits. The credit currently is generally for 25 percent of QREs, increasing to 30 percent for nonprofits and properties with a population between 9,500 and 50,000; and to 40 percent for properties in a city with a population of less than 9,500.
