Last week, NH&RA reported on the Trump administration’s memorandum M-25-13, which froze all federal grants, loans and other financial assistance.
The Trump administration rescinded the memo on January 29 after the U.S. District Court for the District of Columbia issued a temporary restraining order to block the freeze on payments.
White House Press Secretary Karoline Leavitt clarified on X the funding freeze itself remains in effect as it pertains to the following executive orders:
- Protecting the American People Against Invasion (Jan. 20, 2025);
- Reevaluating and Realigning United States Foreign Aid (Jan. 20, 2025);
- Putting America First in International Environmental Agreements (Jan. 20, 2025);
- Unleashing American Energy (Jan. 20, 2025);
- Ending Radical and Wasteful Government DEI Programs and Preferencing (Jan. 20, 2025);
- Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government (Jan. 20, 2025); and
- Enforcing the Hyde Amendment (Jan. 24, 2025).
In a separate lawsuit related to the funding freeze led by 23 state attorneys general, Judge Jack McConnell said he is “inclined to grant the restraining order. I fear that the administration is acting with a distinction without a difference.”
