Sponsored by HUD’s Office of Multifamily Housing, the GRRP Resident Engagement Toolkit for the Green and Resilient Retrofit Program (GRRP) guides owners through the process of engaging residents in the GRRP-funded retrofit process, offering practical solutions and usable resources. GRRP awardees must meet a series of resident engagement requirements, established by Notice H 2023-05, as amended by Notice H 2024-01

Toolkit Structure 

The toolkit is divided into two modules: 

  • Module 1: Introduction to Effective Resident Engagement introduces effective resident engagement, why residents should be involved in the process, key steps to engaging residents and creating a plan, best practices and common mistakes. 
  • Module 2: GRRP and Resident Engagement provides a look at resident engagement requirements for GRRP grants and loans and walks through each stage of the retrofit, providing objectives, tools, best practices, messaging tips and engagement method ideas. 

Purpose of This Toolkit 

This toolkit demonstrates how to facilitate meaningful resident engagement and empower multifamily owners to go beyond the basics in engaging residents while implementing practical engagement methods at each stage of the retrofit.
