The Department of Housing and Community Development (DHCD) announced that the 2024 Consolidated Request for Proposals for Affordable Housing Projects funding is available. 

DHCD has issued a Consolidated Request for Proposals (RFP) for real estate development projects that produce or preserve affordable housing in the District of Columbia and that require gap financing. The available funding sources are: nine percent LIHTCs, District of Columbia LIHTCs (DC LIHTCs), the Housing Production Trust Fund (HPTF), the Community Development Block Grant (CDBG) program, the HOME Investment Partnerships (HOME) program, the National Housing Trust Fund (NHTF), the Housing Opportunities for Persons With AIDS (HOPWA) program, the District of Columbia Housing Authority (DCHA) Local Rent Supplement Program (LRSP) and other Federal or District resources as available. Through this Consolidated RFP, DHCD is accepting financing applications categorized in the following manner: 

  • Category A: Bridge Funding for Distressed Properties; 
  • Category B: Bridge Funding for Planned/Pipeline Development Projects; and 
  • Category C: Nine Percent LIHTCs and DC LIHTCs for New Construction Projects. 

Orientation Session: DHCD will host an application orientation session for the 2024 Consolidated RFP on Monday, Sept. 9, 2024, from 11 a.m. to 1 p.m. Attendees can attend virtually or in-person at DHCD located at 1909 Martin Luther King Jr. Avenue SE, Washington DC, 20020. Online Application: Application materials, further instructions and application fee information are available online. Application Due Dates: The Online Application System will open on Monday, Sept. 9, 2024. Applications submitted in response to the RFP are due on the respective dates: 

  • Friday, Nov. 1, 2024 – Category A & B applications; and  
  • Friday, Dec. 20, 2024 Category C applications.
