Oregon Housing and Community Services (OHCS) is merging the 2023 Veterans Notice of Funding Availability (NOFA) and Small Projects NOFA into a single NOFA offering. Each fund is separated within the NOFA, allowing each offering to retain its policy objectives, requirements and goals. The NOFA will include instructions on how to apply for each source of funding separately and how to apply for projects intending to combine both types of funding for the same project. OHCS is also engaging with impacted community members and partners to inform the permanent rule filing expected later this summer. This temporary rule filing to amend the rule incorporates an updated General Housing Account Program (GHAP) manual and loan criteria. A temporary filing is necessary to meet the needs of affordable housing that must pass construction closing prior to when a permanent filing could take place. Affordable housing projects could otherwise be delayed, which would add risk to these projects and additional costs incurred to the project and by extension the public if the temporary filing is not made.
