Starting Jan. 1, 2023, Sam Thorner will become the general counsel and deputy executive director of Legal Services and Compliance.
Sam joined Kentucky Housing Corporation (KHC) in August 2016 and has served as a staff attorney, senior staff attorney and, most recently, managing director of Multifamily Programs.
In addition to serving as the point person for fair housing issues for several years, Sam has provided KHC guidance in a multitude of areas, including KHC’s specialized affordable housing and federal programs and interpreting state legislation. He has extensive knowledge of multifamily programs and the issues facing our developers.
He is a graduate of the University of Kentucky J. David Rosenberg College of Law where he served as staff editor on the Kentucky Law Journal.
Also, effective Jan. 1, 2023, David Starck will replace Sam as managing director of Multifamily Programs. Sam will work with David to ensure a seamless transition and to assist David as he assumes his new role.
Formerly KHC’s deputy general counsel, David has a diverse legal background, working in private practice, for corporations and for governmental agencies where he handled complex real estate transactions.
David is also a graduate of the University of Kentucky J. David Rosenberg College of Law where he graduated with distinction.
