Minnesota Housing anticipates receiving approximately $31 million of HOME-American Rescue Plan (ARP) funding, of which up to 15 percent can be used for planning and administrative purposes.

Minnesota Housing published a Request for Proposals (RFP) inviting interested parties to submit proposals for the purpose of developing and executing a HOME-ARP Allocation Plan that will be submitted to HUD for approval. The HOME-ARP Allocation Plan will include the creation of a needs assessment, a gaps analysis, recommendations of HOME-ARP activities that Minnesota Housing would consider and an implementation plan for carrying out those activities.

Proposals in response to this RFP must be submitted as a separate PDF, along with all required attachments. All materials must be clearly marked “Cost Detail” and must include the applicant’s name and organization name. Submit proposal materials via email to [email protected] no later than 5 p.m. CT on May 10.
