Comments on Oregon’s Draft 2022 QAP Due Dec. 19

Oregon Housing and Community Services is accepting comments on its draft 2022 QAP, which includes the following updates: 

• Address equity and racial justice by adding a culturally specific set-aside to the nine percent credit allocation set asides and requiring an Equity and Racial Justice lens on our four percent credit applications;  
• Solidify the Right of First Refusal for nonprofit partners. There are updates to the Housing and Economic Recovery Act (HERA) state basis boost qualifying projects criteria and the location factor scoring; and  
• Incorporate administratively necessary updates, including, most importantly, the transition of our four percent LIHTCs from a non-competitive system to a prioritization and competition-based allocation.
