The Louisiana Housing Corporation has released a draft of the 2022-2023 Qualified Allocation Plan(QAP). The document is a preliminary summary of proposed changes to the QAP. The items considered are the result of written comments received, comments made during the focus group meetings and public hearings, internal data analysis, and research to achieve LHC’s housing priorities and objectives effectively. Areas of significant change include:
- Increase to the maximum LIHTC per project cap;
- Increase to the maximum LIHTC per developer cap;
- New threshold requirements for Section 811 PBRA projects;
- Language to allow for increased LIHTC credit requests of up to 30 percent for projects impacted by rising construction costs, as well as historic, innovative and/or economic development projects; and
- Updated definitions for elderly projects, onsite security, gazebos, playgrounds and walking trails.
