The California Tax Credit Allocation Committee (TCAC) updated Attachment 40 on January 15 with California Debt Limit Allocation Committee (CDLAC) scoring.
Changes and corrections include from the January 15 updated include: The CDLAC tie breaker 20 percent bonus is available to new construction projects only. This includes projects that receive points as a Special Needs project pursuant to Section 5230(g) and in which at least 50 percent of the tax credit units are designated for homeless households as defined in Section 10315(b)(1) of the TCAC regulations at affordable rents consistent with Section 10325(g)(3) of the TCAC regulations; these also must be new construction.
The CDLAC tie breaker Bedroom Adjusted Units portion of the tie breaker calculation is limited to units targeted at or below 100 percent area median income (AMI), so long as such units are rent restricted and regulated for a period of at least 30 years.
The CDLAC Tie Breaker sheet of Attachment 40 (versions 1-13-21 and earlier) does not provide a calculation with barriers to prevent rehabilitation projects and market rate units without 100 percent AMI targeting from receiving the 20% tie breaker bonus.
Changes and corrections include from the January 13 updated include: elimination of references to the sustainable building method workbook from the Checklist Tab 10; formatting corrections to the Term columns of the financing tables in the Application sheet; cell formatting correction in the basis limit table of the Application sheet; clarification that non-targeted housing type may select any service amenity option of the Points System; and correction to the bedrooms calculation of the Services Budget sheet.
