The Florida Housing Finance Corporation modified RFA 2020-103 Housing Credit and SAIL Financing to Develop Housing for Homeless Persons. This modification includes a change to the submission process in Section Three of the RFA. Hard copies of the Application Package will not be required. Applicants will be required to submit the Application Package online and submit the Application Fee to Florida Housing’s offices prior to the Application Deadline.  To ensure that the Application Fee is processed for the correct online Application, Applicants must include the Development Name and RFA number on the check.

The RFA has been clarified to state that the natural person Principal of at least one experienced Developer entity that meets the Developer experience must be disclosed on the Principals of the Applicant and Developer(s) Disclosure Form (Form Rev. 05-2019).

Additionally, the revised Exhibit A no longer requires the Ability to Proceed forms for zoning, electricity, water, sewer, or roads (i.e., Attachments 9 – 13) to be included with the submission of the Application.  Instead, successful Applicants will be required to submit Attachments 9 – 13 in credit underwriting; however, the documentation must demonstrate that the proposed Development met the all Ability to. Proceed elements as of Application Deadline, for the entire proposed Development site, including all Scattered Sites, if applicable.

Because the modification also removed language in Exhibit A regarding submission of Attachments 9 -13 as part of the Application submission, Exhibit A has also been modified. Florida Housing will accept the version of Exhibit A that was originally posted or the revised Exhibit A. Applicants that submit the original version will not be required to submit Attachments 9 – 13 with the Application submission. If Attachments 9 – 13 are submitted with the Application, Florida Housing will not review them during the scoring process and will require them to be resubmitted as part of credit underwriting.

Any modifications that occur to the Request for Applications will be posted at the web site and may result in an extension of the deadline. It is the responsibility of the Applicant to check the website for any modifications prior to the deadline date.

Applications are expected to be due on Tuesday, March 31, 2020. The Review Committee Meeting is expected to be held Wednesday, May 13, 2020 at 2:00 pm ET.
