Texas Posts Nine Percent LIHTC Documents
The Texas Department of Housing and Community Affairs (TDHCA) posted the following items related to the Competitive nine percent LIHTC allocation cycle:

Applications are organized by best possible score and tiebreakers, and applications selecting the At-Risk/USDA Set-Asides are listed first and are organized by best possible score and tiebreakers rather than by region and subregion. The data was compiled using information submitted by each applicant and errors may be present. As applications are reviewed by staff, the data will be confirmed. Those viewing the log are advised to use caution in reaching any definitive conclusions based on this information alone. Applicants are encouraged to review 10 TAC 11.1(b) and 10.2(b) concerning Due Diligence and Applicant Responsibility. A more complete log will be posted subsequent to completion of staff application reviews, as well as at various times during the review cycle.

This document reflects the allocation of the estimated nine percent LIHTC Ceiling that the Department expects to have available for allocation during the 2020 cycle. The ceiling is estimated as the 2020 population figure of 28,995,881 (IRS Bulletin 2020-10) multiplied by the 2020 cap rate of $2.8125 (IRS Rev. Proc. 2019-44).

The “Elderly Funding Limits” have been revised to reflect 2020 HISTA data. The column labeled “Final Funding Amount” is the column an applicant can reference to determine the amount of the credit ceiling that is estimated to be available in each subregion for the 2020 cycle. This chart will be updated as credit is returned during the year. Returned credits available to be reallocated in 2020 will be reflected in an additional column of the chart as it is updated.
