The Texas Department of Housing and Community Affairs (TDHCA) opened the 2020 nine percent LIHTC round. The pre-application is due on Monday, January 13, 2020, at 5:00 pm CT. Pre-application fees must be received by this same deadline. The pre-application is not mandatory; however, applicants that provide a pre-application are eligible for six points in the full Application (assuming all applicable requirements are met).

Information about how to complete the pre-application and how to submit pre-application fees is included in the 2020 Multifamily Programs Procedures Manual. The 2020 Multifamily Uniform Application Certification Forms can be found here. TDHCA also posted the 2020 Neighborhood Risk Factors Report packet and the 2020 Multifamily Uniform Application Webinar Q&A document.

Per 10 TAC Section 11.4(b) related to Maximum Request Limit, an Applicant may not request more than 150 percent of the credit amount available in the subregion based on estimates released by the Department on December 1, or $1,500,000, whichever is less, or $2,000,000 for Applications under the At-Risk Set-Aside. On December 5, 2019, the Department posted a revised document corrected the amount in Subregion 5 to $1,355,683.

Questions about the nine percent LIHTC pre-application or any of the posted documents should be sent to TDHCA Competitive LIHTC Program Administrator Sharon Gamble.
