Volunteers of America announced the hiring of Stephen Samuels as senior director, Social Impact Capital; Lee Goldstein as development director; David Brown as development director; Ken Miller as senior construction director; and Paul Ainger as senior development director, Northern CA.

Stephen Samuels, senior director, Social Impact Capital – is leading the expansion and diversification of external investors for the organization to scale up its housing production and resident health services. Prior to joining VOA, Samuels was the executive director in Kansas City for Local Initiatives Support Corporation (LISC), one of the country’s largest community development financial institutions. Under his leadership, LISC invested over $25 million in grants and loans in the region to spur the construction of hundreds of new housing units and a variety of neighborhood revitalization strategies. Formerly, Samuels was the director of Business Development at the University of Cincinnati’s Economics Center, and founder and president of Bridging Broadway, a 501(c)3 that guided over $20 million of public infrastructure investment around the first casino in downtown Cincinnati’s central business district.

Lee Goldstein, development director – is responsible for the development and preservation of affordable housing projects. Goldstein will also work to progress VOA’s national affordable housing advocacy efforts through its platform as a recognized nonprofit leader in the industry. He joins VOA from CSG Advisors, where he provided financial advisory services and technical assistance to Public Housing Authorities throughout the country. Goldstein held several previous roles with the Government of the District of Columbia including with the Office of the Deputy Mayor for Planning and Economic Development.

David Brown, development director – joined the team on September 30th. Brown comes to VOA from the DC Housing Authority where he served as Development project manager overseeing the day to day activities for large scale affordable housing projects in the District including mixed-use residential and commercial projects, RAD transactions and mixed-finance (mixed-income) revitalization projects. Brown’s prior experience includes project management with Booz Allen Hamilton and asset management with Boston Properties. He is a graduate of the State University of New York at Binghamton. Brown also holds a MBA from Georgetown and a masters in Real Estate Finance and Development from NYU.

Ken Miller, senior construction director – also joined the team on September 30th. Miller will oversee the construction management team at VOA. He comes to VOA from ATA, a specialty trade contractor in Fairfax, VA. Miller is a seasoned construction manager with over 25 years of experience in the construction industry. His experience encompasses strategic planning, operational leadership and construction field management/project oversight. Miller has a Bachelor of Science in Construction from Arizona State University.

Paul Ainger, senior development director, Northern CA – started on September 9th. In his new role, Ainger will oversee housing development within the northern California market. He has been a leader in the affordable housing industry for over 20 years. Ainger comes to VOA from Visionary Home Builders where he served as vice president of Real Estate Development. In that role, Ainger directed the real estate development and acquisitions for the nonprofit. He received his undergraduate degree from Rhodes College and a MBA from the University of California – Davis Graduate School.
