California’s Department of Housing and Community Development (HCD) released guidance for its No Place Like Home Awards. The awards may include both a loan for capital improvements and a capitalized operating subsidy (COSR). The COSR portion of the award is not reflected separately in the award letter but is shown in the NPLH Project Report. The COSR is eligible for TCAC’s final tiebreaker leveraged soft financing as a public operating subsidy. The COSR is included in the tiebreaker as a capitalized value. Input the COSR amount under the public operating subsidies section of the tiebreaker sheet
