On June 25, the House passed five of the twelve FY 2020 appropriations bills in H.R. 3055 with a 227-194 vote. The five-bill package includes funding for the following appropriations subcommittees:
- Agriculture, Rural Development, Food and Drug Administration and Related Agencies
- Commerce, Justice, Science and Related Agencies;
- Interior, Environment and Related Agencies;
- Military Construction, Veterans Affairs and Related Agencies; and
- Transportation, and Housing and Urban Development and Related Agencies.
The bill provides sufficient funding to renew all existing Housing Choice Vouchers and Project-Based Rental Assistance contracts and increases funding for the Section 202 Housing for the Elderly, Section 811 Housing for People with Disabilities, and other critical programs.
On June 19 the House passed four other FY 2020 appropriations bills in H.R. 2740 for the following appropriations subcommittees:
- Defense;
- Labor, Health and Human Services, Education and Related Agencies;
- State, Foreign Operations and Related Programs; and
- Energy and Water Development and Related Agencies.
The House also passed FY 2020 appropriations for the Financial Services and General Government subcommittee in a standalone package (H.R. 3351). The House has yet to approve FY 2020 appropriations for the Homeland Security and Legislative Branch subcommittees and has yet to raise the FY 2020 spending caps set by the Budget Control Act of 2011, also known as sequestration. Absent congressional action to raise the spending caps, all discretionary funding is estimated to receive a ten percent cut. The House is racing to pass all 12 appropriations bills before they recess for Independence Day on June 27.
