Oregon Housing and Community Service (OCHS) announced the deadline to apply for its Federal Project Based Rent Assistance Preservation Notice of Funding Availability (NOFA). Applications, with the project’s Multifamily Energy Program Incentive Reservation letter, are due by 4 pm PT on Feb. 19, 2019. Applications will be reviewed as they are received.
The Oregon state legislature allocated Lottery Backed Bonds to support OHCS efforts to preserve the state’s affordable housing stock. The funding is intended to preserve housing at risk of converting to market rate rents due to expiring federal contracts or maturing federal loans with 25 percent or more project-based rental assistance.

Applications for the Multifamily Energy Program are due on Jan. 29, 2019. OHCS’ Multifamily Energy Program promotes and facilitates energy-efficient design in affordable multifamily housing through design assistance, cash incentives, coordination with other regional programs and education opportunities to reduce energy use and heating costs for low income Oregonians through energy efficiency improvements. Projects may apply for funding to upgrade Existing Building or New Construction projects.
NOFA and OHCS bond funded projects are encouraged to leverage OHCS Multifamily Energy Program funds for which they will be able to get a conditional reservation in advance of the NOFA application.
