You’re Invited: Request for Proposal and Technical Assistance Kickoff
In preparation for the 2019 RFP/2020 HTC Round 1, you’re invited to a Request for Proposals (RFP) and Technical Assistance (TA) Kickoff Meeting.
We will share new information about the 2019 RFP/2020 HTC Round 1, including updates on funding and resource requirements, and guidance on how to submit a competitive application. Whether you are new to the RFP or have applied previously, the RFP and TA Kickoff will be informative.
The RFP and TA Kickoff is not a replacement for more focused, project-specific TA, which will begin after January 10 and can be scheduled by contacting Anne Heitlinger.

This large group session led by Minnesota Housing staff will cover eligible uses of Housing Infrastructure Bonds (HIB), general RFP guidance and changes expected for 2019, including income averaging.

1:00-4:00 p.m. – Afternoon Breakout Sessions
Each of the following five breakout sessions will be offered at 1:00, 2:00, and 3:00 p.m., so you may register for up to three sessions. They are only available to attend in person.
- HIB and Supportive Housing Topics – Completing a Competitive Application
- Housing Tax Credits (HTC) – Qualified Allocation Plan (QAP), Income Averaging and Unique Conditions
- Underwriting and Deal Structuring Topics
- General Application Submission Questions – Completing the Application, the Scoring Process, and Other Application Considerations
- Design and Architectural Issues, Energy, and Environmental Concerns
