The Department of Housing Preservation and Development (HPD) invites interested parties to submit information about shared housing to this Request for Information (RFI) and invites development teams to submit proposals for new housing typologies to this Request for Expressions of Interest (RFEI). Proposals should incorporate housing typologies that will help the agency test new ways to better address unmet housing needs. Proposals must include shared housing units and be substantially affordable, and may consist of new construction, preservation, conversion, or adaptive re-use. In addition to shared housing units, proposals may include HPD standard-sized units or micro units.

RFI
The City is interested in learning from parties that have specific experience, knowledge, or insight into the development, operations, benefits, or challenges of shared housing. To enhance the City’s knowledge of shared housing and new unit typologies, HPD welcomes responses to the RFI from all interested entities.

RFEI
In addition to seeking input on shared housing from a range of stakeholders, the City invites expressions of interest to develop substantially affordable housing projects that include shared housing units on privately owned land. The City’s goals include the use of innovative design and management of new unit typologies that leverage construction cost savings and/or greater rental income to create a wider array of quality housing at every income tier in a range of neighborhoods. Selection through this RFEI indicates HPD’s willingness to work with successful respondents on an iterative process to provide financing or other assistance and to expedite the pre-development process.

Respondents who wish to respond to both the RFI and RFEI may submit their responses to the RFI through the RFEI.
