The Texas Department of Housing and Community Affairs (“TDHCA”) announces a Roundtable on the “EARAC and PPR Rule” (formally, 10 TAC Chapter 1, Subchapter C, Previous Participation). This rule was presented in draft form to the TDHCA Governing Board on Thursday, Sept. 6, 2018; the Board directed staff to discuss the draft further at a Roundtable prior to returning with a draft of the rule at the TDHCA Governing Board meeting of Thursday, Oct. 11, 2018.
The version of the rule that will be the basis of the Roundtable discussion will be the draft that had been presented to the Board which can be found at https://www.tdhca.state.tx.us/board/docs/books/180906-book-180830.pdf; the rule begins on page 429 of that document, which is agenda item 1bb. Additional suggested proposed language may be released for consideration prior to the date of the Roundtable.
The Roundtable to answer questions and receive input on the draft EARAC and PPR Rule will take place on Friday, Sept. 21, 2018, at 9:30 a.m. Austin local time, at the William B. Travis Building, Room 1-100, 1701 Congress Ave., Austin 78701.
Input will be considered from the Roundtable as staff generates a revised draft rule to be presented to the Governing Board in October 2018. Upon Board action in October a draft rule will be published in the Texas Register, which will establish the official public comment period and initiate the official rulemaking process. At this early stage, comments will not receive reasoned responses.
