Nixon Peabody recently announced the arrival of Kathie Soroka as counsel to the firm’s Affordable Housing and Real Estate practice in New York City. Kathie is one of the nation’s foremost professionals in the Rental Assistance Demonstration (RAD), having been a key player in the development of the program’s structure while she served as Senior Counsel to the General Counsel of the U.S. Department of Housing and Urban Development (HUD).
“The strength that Kathie brings to the table is knowing the ins-and-outs of not just HUD but all government agencies,” said Joe Lynch, managing partner of the firm’s New York City office and partner in the firm’s Affordable Housing and Real Estate practice. “Kathie will work closely with our affordable housing attorneys in routing and navigating government bureaucracies to streamline and close deals. She’s known for her creativity and tenacity, and we look forward to introducing her to our clients.”
Kathie will focus her practice counseling developers, syndicators, housing authorities, public entities, and other Low-Income Housing Tax Credit (LIHTC) stakeholders in navigating regulatory requirements in all types of affordable housing transactions and enforcement actions. “We’re operating against a backdrop of budgetary constraints to affordable housing programs, but they’re presenting new and creative opportunities for development,” said Kathie. “It’s an exciting time to work in the affordable housing industry.”
In addition to her RAD work, Kathie was vital in HUD’s efforts to harmonize LIHTC and Federal Housing Administration (FHA) multifamily requirements, rewrite the 2530 regulations, and update the Section 232 health care documents. She earned a J.D. from Harvard Law School and a B.A. in Politics, summa cum laude, from Washington and Lee University.
