HUD has released a new FAQ document for executing Section 8(bb) transfers, which allows for the transfer of budget authority from a terminated/expiring Project-Based Rental Assistance HAP contract (referred to as “property A” in the FAQs) to a new or existing PBRA HAP contract (“property B” in the FAQs).

The new FAQ covers several topics including:

  • Budget neutrality for determining the maximum number of units for placement on the contract at property B
  • Pooling budget authority from multiple owners As
  • Sizing in instances of multiple property Bs
