House Appropriators recently approved $50 million for the Housing Choice Voucher Mobility Demonstration Act of 2018 (H.R. 5793). The legislation would allow families living in HUD-supported housing to move to lower-poverty, higher-opportunity areas. The bill would give HUD authority to determine competitive measures for PHAs wishing to participate in the demonstration, with a few threshold eligibility requirements laid out in the bill such as having a high-performing Family Self-Sufficiency (FSS) program. Families would be given the opportunity to participate at random.

H.R. 5793 was introduced by Representatives Sean Duffy (R-WI) and Emmanuel Cleaver (R-MO) and was passed unanimously by the House Financial Services Committee. The bill will next move to the House floor for consideration.
