The new 2018-2019 “Underwriting and Implementation Guidelines” are now available online. This guide reconciles the developer fee calculation, 6-2-6 rules, and “Substantial Rehabilitation” definition to what was previously released in the Qualified Allocation Plan. It also incorporates the penalties set forth in the QAP and makes them applicable to all funding programs. This final draft will be replaced with a branded version in the coming days.

To promote easy access to relevant information the Guidelines also integrate the Cash Flow Definition, Document Submission Procedures, Appraisal Requirements, Physical Capital Needs Assessment Requirements, Market Study Requirements, and Assisted Living Policy.
