As the 2018 Housing Tax Credit round continues to progress towards the February application deadline, a few updates and resources will help candidates prepare their applications:
QAP Training Slides. The October QAP Training’s slide deck is now posted online. This presentation contains vital interpretative guidance and explains how OHFA will evaluate applications. Review it carefully and keep it handy while developing your proposals.
Branded Docs Now Online. The branded QAP and Design & Architectural Standards are both available. Neither doc contained new, substantive updates but instead clarified and corrected typographical errors. Of note, the QAP deleted “dead” references to requiring a revitalization plan for QCT basis boost, which was excluded in the second draft. The design guide was also clarified to explicitly allow exception requests for unit sizes, where past drafts were inconsistent.
Exception Requests. The deadline to seek exception requests is Jan. 12th. You are strongly encouraged to seek these early, particularly if requesting an exception to the application cap for a “Capacity Building Partnership”, which requires a very fact-intensive review. OHFA will be releasing exception request guidance shortly.
Historic Part 1. The deadline to request State Historic Preservation Office approval for a Part 1 is Dec. 1st.
FAQ. OHFA will accept FAQ through Dec. 1st. All Q&A will be posted online after that window closes. To date, several FAQ requests relate to 811; additional info on that initiative can also be found online here.
