Changes to the QAP include the following:

  • Proximity of Development Sites Clause: If two or more projects serving the same Target Population are proposed in the same year on contiguous sites, the lower scoring project will be considered non-priority and will only be considered for an award should the priority project withdrawal.
  • Further eligibility requirements under the At-Risk Set-Aside
  • Sponsor Characteristics: For the purpose of points, a HUB or Nonprofit would now be required to receive at least 50% (previously 80%) of some combination of ownership interest, cash flow, and developer fee (and no less than 5% of each category).
  • Various scoring changes, including a definition for “library” and “University” for nearby amenities and the addition of a public park with a playground as an added potential amenity.
  • Removal of “Educational Quality” from the points section where the rating of elementary and middle schools was discussed
