Ohio Housing Finance Agency has released a draft QAP as well as 3 new documents affecting the QAP. OHFA will accept public comments through August 25, 2017.

  • Developer Fee: Previously, the developer fee was the higher of $500,000 or 15% of total rehab and new construction eligible basis; and 5% of total acquisition eligible basis. The proposed changes create a base developer fee derived from a number of units produced (from $800,000 for 35 or fewer units up to $1.2 million for 151 units or more), and adds a fee supplement for specific activities (e.g. permanent supportive housing = $300,000; participation in the Ohio 811 PRA Program = $25,000).
  • Pools:
    • New Construction Family Urban: Reduced from $5 million to $3 million
    • Creation of a Mixed Population Pool with target funding of $3 million (not located in opportunity areas and serves workforce, family, general, or mixed populations, and not restricted to 55 and older).
    • Senior Urban: Reduced from $4.5 million to $3 million
    • Non-Urban: Increase from $4.5 million to $5 million
    • Preservation Urban: Reduced from $4 million to $3 million
    • Permanent Supportive Housing: Increased from $4 million to $4.5 million
    • The New Unit Construction Family Pool has been converted into locational sub-pools.
    • The Single Family Infill pool would now include long-term rental housing.
