North Carolina Housing Finance Agency has released its final 2017 QAP. While significant changes were made in the second draft (reported in an earlier story and copied below), there only seems to be one new change from the previous draft to the final version. Estimates for small towns on page 12 have been updated to represent recently published 2015 figures. A preliminary application for 2017 credits should be available in early December.
October 5, 2016 — The North Carolina Housing Finance Agency has released the Second Draft 2017 Qualified Allocation Plan.
Because changes between the first and second draft were so few, a changes memo was not created. The following are the significant changes:
- National Housing Trust Fund (page7): Appendix J is intended to provide additional information and should be posted to the web site soon
- Site Scoring (page 14): clarified the 4 stores in a strip shopping center for Retail can be any type of store
- Site Suitability (page 14): electrical utility substation distance was reduced from 500 feet to 250 feet to be consistent with power transmission lines and tower
- Tenant Rent Levels (page 16): required percentage of deeper targeted units for points was reduced
- Various changes in scoring, including increasing the max scoring for amenities from 27 to 38 points.
