The following question and answer were posted regarding RFA 2015-115 for Multifamily Energy Retrofit Program (MERP).
Question: The RFA states in 3.A.3 that the completed application form saved as a Microsoft Word document must be uploaded. This does not allow the attachments to be uploaded. Is the uploaded application complete without the attachments? The attachments are submitted in the sealed package. However, they will not be included in the uploaded application because there is no way to sign them and still have them be a Microsoft Word document.
Answer: Correct. The completed application is the only document that can be uploaded. The required number of hard copies of the complete Application, consisting of the printed copy of the Application Form and all Attachments, including the Applicant Certification and Acknowledgement form with an original signature plus the Application fee, if applicable, must be submitted in a sealed package. A modification has been issued to clarify the submission requirement language in Section Five, A.1. of the RFA.
