On January 16, 2015, Governor Hickenlooper approved CHFA’s Qualified Allocation Plan (QAP). A summary of changes to the QAP is available here.

The Colorado Division of Housing (CDOH) and CHFA will be using a joint 4% LIHTC/State Housing Credit/CDBG-Disaster Recovery funding round to help ensure a coordinated and streamlined deployment of available flood recovery resources.

Applications for both the 4% LIHTC/ State LIHTC and CDBG-DR funds will be due to their respective agencies by 5:00pm (MST) on Monday, March 2, 2015. Letters of intent to apply for LIHTC must be submitted to CHFA no later than 30 days prior to the submission of the application. The letter of intent requirement has been met for applicants who submitted one on or before December 31, 2014.

CDOH and CHFA will coordinate closely on the review and underwriting of all LIHTC applications for developments in designated state disaster areas that are concurrently applying for State Housing Credit and CDBG-DR funds. Each application will be evaluated for:

  • Feasibility;
  • Readiness to proceed; and
  • Project priority level based upon the local community’s disaster priorities.

Applicants are encouraged to include approved priority plans and/or letters of support from elected officials, local governments, long term recovery groups, and other community stakeholders as part of their CDBG-DR applications.

To be eligible for State Housing Credits, the applicant is required to hold a public hearing prior to submitting an application. A local government contribution to the project is also required. Please refer to the 2015 Qualified Allocation Plan for more details.

CDOH and CHFA will hold a second joint funding round for 4% LIHTC/State Housing Credit/CDBG-DR funding in 2016. Four percent LIHTC developments in designated disaster areas that apply in the 2015 and 2016 joint funding rounds will be given a preference for CDBG-DR Housing Construction funds.

The following changes to the CDOH State Housing Board schedule will occur to accommodate this special 2015 Disaster Recovery Round:

  • April 2015 – No State Housing Board Meeting
  • May 2015 – State Housing Board meeting for State Housing Credit/CDBG-DR applications only
