Update: January 15, 2014
Illinois Housing Development Authority (IHDA) released the final 2014 Illinois QAP (Governor’s approval pending). Application materials, reference guides, and responses to public comments on their website shortly.
Before submitting an application for 9% credits, all projects must be approved through a Preliminary Project Assessment (PPA) process. The please note the application deadlines:

Comments are due to IHDA by Tuesday, November 19th by 5:00 pm. Additional information about date and time of the official public hearing will be available shortly. There are two proposed QAP cycles. The first application cycle deadline is March 31, 2014 and the second application cycle deadline is July 21, 2014.
