Massachusetts Department of Housing & Community Development (DHDC) released the 2014 Draft QAP.
- Housing for extremely low-income (ELI) individuals, families, and seniors earning less than 30 percent of area median income with a particular focus on those who are homeless or at risk of homelessness.
- Investment in distressed and at-risk neighborhoods where strategic housing investment has a strong likelihood of catalyzing private investment, improving housing quality, and promoting occupancy at a range of household incomes.
- Preservation of existing affordable housing.
- Family housing production in neighborhoods and communities that provide access to opportunities, including, but not limited to, jobs, transportation, education, and public amenities.
- Emphasis on supportive housing, especially as it relates to the need to address homelessnesss
- Emphasis on increased visitability in housing requesting DHCD subsidy or tax credits
- Focus on reducing and/or limiting housing development costs
- Introduction of a paperless system for submitting applications for funding to DHCD

At this time, DHCD anticipates holding their application deadline in March 2014. All applicants who plan to submit an application in March must submit a pre-application no later than January 17, 2014. DCHD anticipates allocating all of the total available 2014 credit, expected to be $15,286,131.
