The 2014 proposed Iowa Qualified Allocation Plan (QAP) has been posted on the Iowa Finance Authority website and is open for public comments until August 27, 2013 at 4:30PM CST.
Some of the proposed changes in the draft QAP include:
- Reduce the number of set asides from five to four. This eliminates the Rural Development Demonstration and the CHDO Set-Aside. Any remaining credits from the Rural Development Preservation Demonstration set aside will be rolled into the 2014 Allocation. It also establishes a Senior Set-Aside of 15% and increases the Preservation Set-Aside and the Rural Set-Aside from 10%-15%.
- Eliminate fees and references to Special Needs Projects and adds fees for an Administrative Law Judge and Construction Monitoring Fees.
- Lower the maximum amount of developer fee that can be charges for the acquisition portion of Acq/Rehab, Adaptive Reuse, and Preservation Projects from 8% of the purchase cost of the buildings to 6% for both 4% and 9% LIHTC.
- Require all approved projects to target 10% of the total project units to the target population of persons with a disability.
- Adjustments to the scoring system. In these scoring changes, there is an increase in points for population-based housing focusing on population groups of families with children, persons with disabilities, or veterans. Additionally, another category awards points for developers or owners that contribute personal finances was included. There was less emphasis on the Iowa Renter to Ownership Savings Equity (ROSE) program, project based rental assistance, and HUD-VASH Voucher assistance. - Miscellaneous changes to clarify language.
As of now, the deadline to submit completed applications is December 9, 2013 and the awards will be presented at the 2014 board meeting.
The Iowa Finance Authority will hold a public hearing on August 27, 2013 to receive public comments on the 2014 QAP. The hearing will be held from 9:00AM-11:00AM at:
