The California Tax Credit Allocation Committee (CTCAC) recently released the Sustainable Building Method and Minimum Construction Standards for Energy Efficiency. The Sustainable Building Method and Energy Efficiency Requirements Workbook is a tool to assist energy consultants and project development team members in preparation for and implementation of CTCAC’s sustainable building method (SBM) point scoring requirements, as well as minimum construction standards related to energy efficiency and CALGreen compliance. The workbook guidance primarily addresses 9% SBM point scoring requirements, but the workbook is also intended for use by 4% applicants fulfilling the requirements of CTCAC minimum construction standards. Since this information is being made available shortly before the 2012 9% second round deadline, CTCAC staff will not require the documentation to be submitted as part of 2012 9% second round tax credit applications.

UPDATE: CTCAC has indicated that due to recent confusion from constituents, the agency will NOT be requiring the Sustainable Building Method and Energy Efficiency Requirements Workbook to be provided with competitive applications submitted in the FIRST ROUND of 2013 only. Applicants will be required to submit the architect certifications consistent with Regulation Section 10325(c)(6)(F)(1) as in previous rounds.
However, ALL competitive applications submitted in the SECOND ROUND of 2013 and ALL non-competitive tax-exempt bond financed (4%) applications submitted in 2013 must provide the “Application Phase” Sustainable Building Methods and Energy Efficiency Requirements Worksheet as instructed on the CTCAC website.
