HUD has opened the competitive application period for conversions under the first component of the Rental Assistance Demonstration (RAD) program. Under the first competitive option, Public Housing Authorities (PHAs) may apply to convert Public Housing projects to Section 8 project-based assistance, either Project-Based Vouchers (PBV), administered by HUD’s Office of Public and Indian Housing (PIH) or Project-Based Rental Assistance (PBRA), administered by HUD’s Office of Housing. Section 8 Moderate Rehabilitation (Mod Rehab) project owners may also apply to convert Mod Rehab contracts to either a PBRA or PBV contract.
Competitive applications may be submitted between Monday September 24, 2012 and October 24, 2012. The final Public Housing and Mod Rehab applications have also been posted to HUD’s website and applicants should use the final application materials in preparing and submitting applications. The Agency also plans to hold weekly calls to answer questions regarding the RAD application process for the first competitive component every Friday at 2:00 pm EST, beginning October 5 through October 19.
Reminder: Submission of requests under the second, non-competitive component of RAD for eligible Rental Supplement (Rent Supp), Rental Assistance Program (RAP), and Mod Rehab properties are accepted on a rolling basis according to the applicable instructions in the RAD-Final Implementation Notice.
