Keynote Speaker: Pat Costigan, Senior Advisor to HUD SecretaryGeneral Resources:
Speaker Biography: Patrick Costigan has over 30 years of experience in affordable housing and community development policy, program design, implementation and administrative management, and currently serves as a Senior Advisor to HUD Secretary Shaun Donovan. Prior to taking a leave of absence to join HUD in January 2011, Mr. Costigan was a Senior Vice President at The Community Builders, Inc., for 11 years. There, he directed Community Builders’ national and regional policy efforts in support of its business development activities. He worked actively with Congressional and HUD staff, public/private industry actors, foundations and intermediaries to advance housing and community development issues. Previously, Mr. Costigan served as Vice President of The Enterprise Foundation of Columbia, Maryland, where he managed a number of housing development and financing programs and the foundation’s neighborhood transformation initiatives in Ohio, Maryland and Florida. Earlier in his career, Mr. Costigan assisted community development corporations package and develop low-income housing Cleveland and Cincinnati. Mr. Costigan holds master’s degrees in public administration from the Kennedy School, Harvard University; and in community planning from the College of Design, Architecture, Art and Planning at the University of Cincinnati.
