Earlier this month Representative Bob Filner (D-Calif.) introduce the Clean Energy Victory Bond Act of 2012 (HR 6275). This legislation addresses a number of renewable energy programs and initiatives. Highlights of interest to NH&RA members include and extension of various expiring energy investment credits through 2023 including: Solar Energy, Geothermal Heat Pumps and Small Wind. It would also extend the Section 1603 Solar Grant in Lieu Tax Credits program, which was initially enacted in the ARRA legislation through 2014.
The measure would also create through an issuance from the Treasury Department a $7.5 billion Clean Energy Victory Bonds program to raise revenue for the extension of energy-related tax benefits extended by the act.
The measure has been referred to four separate Committees:
- House Ways and Means Committee
- House Energy and Commerce Committee
- House Science, Space, and Technology Committee
- House Transportation and Infrastructure Committee
