The Wisconsin Housing and Economic Development Authority (WHEDA) has released a final draft of it 2013-2014 Qualified Allocation Plan (QAP) and Scoring Exhibit. The Board is expected to take action on the proposed QAP at its meeting on August 15, 2012. WHEDA estimates $12.5 million in credits to be allocated in calendar years 2013 and 2014. Similar to the 2011-2012 QAP, there will be one pool of applicants divided into five set-asides for competitive credits. The set asides are: General, Nonprofit, Preservation, Rural, Supportive Housing. WHEDA has chosen to alter its Reserve pool by specifying that only projects that demonstrate “high impact” characteristics will be considered in this category.
Point allocations for the scoring categories were released separately in the Self-Scoring Exhibit. The majority of categories remain largely the same as the previous QAP, with the addition of a new category for “Employment Centers and High Need Areas.” The public may submit comments in the 2013-2014 QAP, at one of the two public hearings scheduled for August 13, 2012, or by submitting written comments by August 15, 2012 to Melissa Busse at melissa.busse@wheda.com.
