HUD has published a Notice in the Federal Register designating the Qualified Census Tracts (QCTs) for the LIHTC program. The new designations are based on 2010 Census and 2006-2010 American Community Survey (ACS) data. HUD is making the designation of QCTs for 2013 earlier than it has in recent years to provide more time for the public to adjust to the revised list of QCTs, which have not changed substantially since 2007. The 2013 lists of QCTs are effective for all allocations of credits after December 31, 2012; certain other rules apply for areas that gain or lose QCT status.
