The Louisiana Housing Finance Agency (LHFA) has released a draft version of its proposed Qualified Allocation Plan (QAP) and selection criteria for the 2013 LIHTC allocation round. A public hearing is scheduled for April 2. A summary of proposed changes is provided below:
- Establishes timeline for receiving questions prior to application deadline;
- 30% basis boost requests will be allowed from projects located in QCTs or DDAs only;
- Eliminates Transformational Pool and caps Rural Pool at 20% of total 2013 funding;
- Caps project and developer limits at $1 million;
- Makes $5 million available in CDBG funding;
- Removes minimum score requirement;
- Requires costs associated with environmental hazard mitigation to be included in the project budget;
- Revises and expands certain glossary definitions.
