More than six years after HUD assumed control in 2005, Assistant Secretary Sandra Henriquez announced that the Detroit Housing Commission (DHC) would be returned to local control. The city and HUD entered into a Cooperative Endeavor Agreement, after agreeing the agency had been troubled for more than a decade and required extraordinary attention to improve the quality of life for Detroit’s public housing and Housing Choice Voucher residents. Since then, through HUD’s receivership, DHC has made significant progress in improving the DHC’s management and financial operations, and redeveloping both low-income and affordable housing in the city.
