On December 31, the Rental Policy Working Group (RPWG) released its administrative proposals for the realignment of federal affordable rental housing programs. The report, called “Federal Rental Alignment Administrative Proposals” proposes ways to reduce the cost and burden of various affordable housing programs operated by the Departments of Agriculture, Housing and Urban Development (HUD), Treasury and others. The suggestions include aligning physical inspections, income reporting, financial reporting, energy efficiency requirements, appraisals, market study standards, subsidy layering, capital needs assessments, data sharing, and fair housing compliance enforcement. The Rental Policy Working Group is composed of the White House Domestic Policy Council (DPC), National Economic Council, Office of Management and Budget, and the U.S. Departments of Housing and Urban Development (HUD), Agriculture (USDA), and the Treasury. NH&RA participated in a number of meetings with the White House Domestic Policy Council to provide feedback on this process.
