The Delaware State Housing Authority recently released its 2011 QAP and supporting materials for administering its 2011 low-income housing tax credit program. For the 2011 allocation round, the state has an estimated $2,197,920 in credit authority. Funding applications are due by April 8, 2011. Significant changes to the 2011 QAP include:
- Modifies definition, point scoring criteria and set-aside pool amount for Preservation Funds;
- Establishes New Housing Creation set-aside pool to encourage new rental housing in response to new household growth and to relieve conditions of “at-risk” renter households;
- Revises documentation requirements and point scoring for financial feasibility;
- Adds new criteria and point category for community compatibility;
- Revises point scoring for QCTs; and
- Revises compliance monitoring procedures to require owners to use DSHA’s MITAS integral database for providing tax credit data.
