The House Financial Services Committee passed energy efficiency legislation based on proposals developed by NH&RA and its Council for Energy Friendly Affordable Housing.
The proposal, in bills introduced by Rep. Mary Jo Kilroy (D-Ohio) and Sen. Michael Bennet (D-Colo.), creates new financial incentives for owners of federally assisted rental housing projects for improvements to their property that reduce energy and water costs and use renewable energy resources. The proposal was attached as an amendment to a broader bill – the GREEN Act – that the House panel passed on April 22.
CEFAH’s proposal would allow owners of subsidized housing properties to tap excess residual receipts to help finance energy efficiency improvements as well as create a bonus “green” dividend for owners of HUD-assisted properties that undergo energy retrofits.
