The South Carolina State Housing Finance & Development Authority has released the first draft of its 2010 qualified allocation plan (QAP), used for governing its low-income housing tax credit (LIHTC) program. The draft QAP is a red-line version and identifies changes made to the 2009 QAP. Notable changes include:
- Restructures the point criteria for positive site characteristics;
- Modifies point scoring criteria for Developers’ experience;
- Incorporates point category for Readiness;
- Modifies tie-breaker criteria for Authority discretion;
- Significantly revises mandatory design criteria
